Yes. Vietnamese mainstream cooking uses fish sauce (nước mắm) extensively. It is used the way salt is used in Western cooking — as a base seasoning that goes into virtually everything: soups, stir-fries, dipping sauces, marinades, braised dishes, and salad dressings. At a mainstream (non-vegan) restaurant, even dishes that appear entirely plant-based are almost certainly seasoned with fish sauce.
Nước mắm is produced by layering fish — typically anchovies — with salt in large barrels and allowing them to ferment for 12 to 24 months. The liquid that drains from this fermentation process is fish sauce: intensely savory, salty, and rich in glutamates that provide umami depth. It is one of the most efficient flavor-delivery substances in world cooking. Vietnam produces some of the world's finest fish sauce, particularly from Phú Quốc island.
At dedicated vegan restaurants (quán chay): By definition, these restaurants cook without any animal products. No fish sauce, no shrimp paste, no oyster sauce. Everything is seasoned with soy sauce (nước tương), fermented bean paste (tương), salt, and vegetable-based condiments. This is absolute — not a matter of asking or hoping.
At Buddhist temple canteens: Temple food (đồ chùa) is always fully vegan by religious requirement. No fish sauce.
On lunar calendar vegan days: On the 1st and 15th of each lunar month, vendors who cook vegan for these days use no fish sauce. However, confirm with individual vendors.
Eat at quán chay. This single rule eliminates 100% of accidental fish sauce consumption. Every city in Vietnam has dedicated vegan restaurants. In Da Nang, Veggie Saigon cooks everything without fish sauce — using soy sauce, fermented soybean paste, and house-made vegan sauces for all seasoning.
